Common Permit Types
The following represents a selection of frequently requested permits. Lovat's regulatory framework covers a broad range of activities across commercial, residential, civic, and industrial categories — this list is not exhaustive. Citizens and businesses with specific needs are encouraged to visit the Department of Permits directly and can be advised on which permits apply to your situation and provide the appropriate forms.
- Construction & Renovation (Form CP-1): Required for any structural modification to a dwelling, commercial property, or shared building — including work affecting load-bearing elements, plumbing, or ventilation. Standard processing 14–21 business days. Work within Historic Preservation Zones requires additional committee review.
- Demolition Permit (Form CP-2): Required prior to the partial or full demolition of any structure. Must be accompanied by a structural assessment and approved site safety plan. Demolition within 50 meters of an active transit corridor requires LTA notification.
- Lift & Mechanical Shaft Permit (Form CP-4): Required for the installation, modification, or decommissioning of any private lift, pneumatic shaft, or inter-level mechanical conveyance. Inspections are mandatory before and after installation.
- Commercial Operating Permit (Form CO-3): Required for all businesses operating within Lovat. Renewed annually. Submit with proof of premises and description of trade activities.
- Change of Use Permit (Form CO-4): Required when converting a premises from one category of use to another — e.g., residential to commercial, or warehouse to hospitality. Processing time varies based on zoning review requirements.
- Subletting & Lodging Permit (Form CO-6): Required for any property owner offering rooms, floors, or units for paid lodging. Includes boarding houses, short-term letting, and commercial rooming arrangements.
- Food Vending Permit (Form FV-2): Required for all mobile and fixed food stalls. Health inspection required prior to issuance. Renewable every six months.
- Food Preparation Premises Permit (Form FV-3): Required for any commercial kitchen, commissary, or food preparation facility. Separate from the Food Vending Permit. Annual inspection required.
- Alcohol Service Permit (Form FV-5): Required for any establishment serving or selling fermented or distilled beverages for consumption on or off premises. Applications subject to review by the Municipal Licensing Board.
- Signage Permit (Form SG-1): Required for any exterior signage exceeding 0.5m².

- Broadcast & Transmission Permit (Form SA-3): Required for any radio, telegraphic, or signal transmission originating within city limits. All applications are subject to review and clearance by the Lovat Loyalty Authority prior to issuance.
- Event & Gathering Permit (Form EV-1): Required for public gatherings of more than 25 persons. Must be submitted no fewer than 21 days before the event.
- Parade & Procession Permit (Form EV-2): Required for any organized movement of persons, vehicles, or animals through public streets or passages. Route must be submitted with the application and is subject to LPD approval.
- Pyrotechnics & Open Flame Permit (Form EV-4): Required for any public display involving fireworks, open flame, or combustible materials. Mandatory safety inspection and designated perimeter required. Not available for West Lovat or Firstfall recovery zones.
- Animal Keeping Permit (Form AK-1): Required for the keeping of livestock, working animals, or any non-domesticated species within city limits. Permits are level-specific and subject to warren regulations.
- Freight & Heavy Load Permit (Form TR-2): Required for the movement of oversized loads, heavy freight, or hazardous materials through city passages or on public lifts. Must specify route, timing, and load specifications.
- Waterway Use Permit (Form TR-5): Required for any commercial or industrial use of Lovat's internal waterways, including barge operation, docking, and water-level construction. Coordinated with the LTA Aquatics Desk.
- Excavation & Subsurface Permit (Form CP-7): Required for any digging, tunneling, or subsurface work beyond 0.5 meters. Given the complexity of Lovat's layered infrastructure, all subsurface permits require review by the Department of Public Works and may be subject to extended processing times.

How to Apply
All permit applications must be submitted in person at the Department of Permits counter, located at City Hall. The Department does not accept applications by post, telegram, or through Directory Agents. Processing fees vary by permit category and are listed on each form. Arrive during counter hours and bring any required supporting documentation — incomplete applications will not be accepted and must be resubmitted.
Restricted Zone
West Lovat Entry Permit (Form WL-1)
West Lovat is an active disaster and recovery zone. The area sustained catastrophic structural damage during the Firstfall incident and remains hazardous to all unauthorized personnel. Unstable infrastructure, ongoing recovery operations, and the presence of unresolved hazards make entry without proper authorization extremely dangerous. The Lovat Loyalty Authority maintains active enforcement of all access restrictions.
Entry into West Lovat is prohibited without a valid, current West Lovat Entry Permit. Permits are issued only for the following authorized purposes:
- Official recovery and salvage operations under sanctioned contract
- Infrastructure inspection by licensed city engineers
- Active official investigation by LPD or LLA personnel
- Sanctioned press access under an approved media agreement
Personal visitation is not a qualifying purpose. Applications submitted on the basis of personal curiosity, informal salvage, or unauthorized documentation will be denied without review.
Application Process
Form WL-1 must be submitted in person at the Department of Permits counter at City Hall. Applications require supporting documentation establishing the applicant's qualifying purpose, organizational affiliation where applicable, and a detailed entry plan including intended location, duration, and personnel. All WL-1 applications are forwarded to the Lovat Loyalty Authority for mandatory review and written approval before any permit is issued. This process may take several weeks. No entry is permitted during the review period.
